Europe threatens to withdraw its aid for Spain due to city-planning problems The EU denounces the excess of construction without respecting the environment.
The euro-MPs ask that those city-planning developments that do not respect the environment are suspended. It makes responsible those at all levels of the administration. They mention that there is endemic corruption and favouritism to the speculators.
The European Parliament (EP) has threatened Spain that they will withhold part of their grants if it does not solve the city-planning abuses and has made a call to suspend all the developments that do not respect the environment or that do not guarantee the right to the property.
It went on to state that in Spain a form endemic town-planning corruption has been generated. The plenary session of the “Eurocámara” has approved with 349 votes in favor, 110 against. There were 114 abstentions of the controversial report from the Danish Margrete Auken (the Green Party), the Spanish Members of the European Parliament of the PP and the PSOE. The text, very critical of the excesses of construction in Spain, considers that in that country it has generated an endemic form of corruption and it makes all levels of the administration responsible.
It also stated that the judicial authorities have demonstrated that they are not properly preparaded in order to respond to the abuses. To review the city-planning plans it has reinforced the impression, shared by many citizens of the EU of non-Spanish nationality, about the lack of action and bias of the Spanish Judicial system.
Because of all this, the Euopean Parliament demands measures like the castigation of all the legal figures that favour the speculation and the cancellation of all the city-planning projects in progress that have not respected the criteria of the community rights.
The Members of the European Parliament have asked to review all the plans and also want them suspended until reviewed to see that they respect the rigorous criteria of environmental sustainability and social responsibility and that they should respect the legitimate ownership of the acquired development.

José Ramón Garcia Antón, the Conseller for the Environment, building and housing, stated yesterday that the Auken Report on building in Spain contained elements that were absolutely intolerable and totally politicized . He added that the report, that was approved yesterday by the European Parliament by 339 votes to 110 against with 114 abstentions. shows a complete lack of knowledge of urbanizing under Spanish law, and that the European Union does not have competency in urbanizing which falls under the jurisdiction of the member states.
The Conseller also stated that the Auken report is now law, And that its only objective is to bring confusion to the general public on the basis of the upcoming European elections. When Margrete Auken was here in Valencia, she accepted all the urbanizing activities in the autonomy, but the report does not take this into consideration he added.
The report was approved last January by the Petitions Committee, and has now been supported by the European Parliament, in a move that could result in fines for Spain, and the text also reveals that the new Valencian Urbanising Laws have not been approved by the various European Institutions.
The resolution as passed by the Parliament, calls for all EU funding to stop as long as abuses in building are carried out in Spain, and was the third document against building in the Valencian Community to be passed at a European level.
